Housing Committee Membership:   The Board noted with regret that Sheila Muldour has resigned her Housing Committee membership.  A resolution thanking her for her valuable service on the committee passed unanimously, and members looked back on her efforts to advocate on behalf of members of the community and provide ongoing communication with them. The Board asked Marina Lent to send a letter reflecting these thoughts and thanking Sheila for her long and active service.  

The Board warmly welcomed Planning Board appointee Jessica Roddy to the Housing Committee, noting her active participation, together with longstanding Housing Committee member Andy Goldman, in the work of the Planning Committee subcommittee on large houses which recently concluded a significant revision of the Chilmark Zoning Bylaw, setting conditions on structures above a certain size.

Municipal Housing Trust Membership:  A Housing Committee representative is needed to fill the place left by Shiela Muldour on the Municipal Housing Trust;  the Board welcomed Jessica Roddy’s willingness to serve, and asked Marina Lent to convey the final roster of the Housing Trust to the Board of Selectmen for appointment.

Municipal Housing Trust workshop,   Jessica Roddy will attend a workshop in Plymouth MA, on Octber 9, 2013.

Planning Board Bylaw Review  Andy Goldman noted that he is no longer participating in the subcommittee of the Planning Board, now that its work on the Big House bylaw is completed.  Any future bylaw review will probably be a long time in coming, and he urged the Housing Committee to continue developing possible bylaw recommendations independently of a Planning Board review.  Marina Lent noted that she has undertaken a town-by-town comparison of zoning bylaws as they relate directly to or indirectly affect affordable housing; this is a time-consuming and complex task, but should yield interesting and helpful insights for our work.  The accessory apartment concept seems particularly promising.

Island Housing Trust (IHT) tax credits  Ann Wallace reported on efforts by the IHT to be able to offer tax credit to people who donate to affordable housing.

<1 acre parcels in Chilmark  Jim Feiner reported on preliminary work to determine the number and locations of existing, undeveloped parcels in Chilmark of one acre or less; Assistant Assessor Pam Bunker has generated a list of parcels matching this description.  Marina Lent and Ann Wallace will also attend GIS tutorial sessions at the MV Commission to learn how to depict this information graphically. The Committee also considered that two dwellings on one lot sharing a septic system and well would not challenge Chilmark separation requirements while not presenting the perceived stigma of a “duplex” unit.
